The mandate of the Court Challenges Program (CCP) is to provide financial support to bring test cases of national importance that aim to clarify and advance constitutional and quasi-constitutional official language rights and human rights before the courts.
The CCP is administered by the University of Ottawa pursuant to a Contribution Agreement with the federal government’s Department of Canadian Heritage. This ensures that the CCP is able to make decisions and manage funding independently of the government. The CCP operates as an administrative unit of the Official Languages and Bilingualism Institute (OLBI) of the Faculty of Arts of the University of Ottawa. Decisions about who receives funding are made exclusively by the CCP’s Expert Panels.

The CCP primary objectives are:

  • To enhance access to justice for the litigation of important constitutional test cases; and
  • In so doing, to support the clarification and advancement of certain constitutional and quasi-constitutional official language rights and human rights in Canada for the benefit of all Canadians.
