All funding decisions are made by two independent Expert Panels, both composed of people with expertise in the specific subject-matter of that branch. Each member of the Expert Panels is appointed by the Department of Canadian Heritage through an open, transparent, and merit-based process. Panels decisions are based on the relevant eligibility criteria, including an assessment of whether the case raises issues of national importance and has the potential to clarify and advance the rights in question. Expert Panels decisions are discretionary and all Expert Panels decisions are final.
