If you have read the eligibility criteria and believe you are eligible for funding from the Court Challenges Program (CCP), you may submit an application.

1. In order to complete your request, please follow the steps below:

a. Read the Funding Guidelines carefully. The Guidelines are the rules to be followed if you receive funding, so make sure you are familiar with them and are prepared to commit to them.

b. Use the application form that corresponds to the category of funding for which you are applying :

    • Application form for Test Case Development (PDF) or (Word)
    • Application form for Litigation – Trial/First Instance (PDF) or (Word)
    • Application form for Appeal (PDF) or (Word)
    • Application form for Intervention (PDF) or (Word)

c. Answer all of the questions on the application form to the best of your ability and in as much detail as possible, including the budget. When filling out the budget, make sure that your anticipated expenses would be eligible under the Funding Guidelines. 2. Send the completed form to ApplicationsPCJ.CCP@uottawa.ca (we prefer to receive applications via email). If you do not have access to email, you can submit it by mail to 1 Nicholas Street, Suite 1507, Ottawa, Ontario K1N 7B7.

Applications are accepted at any time. Complete applications received by the deadlines indicated below will be reviewed by the Expert Panel at its next meeting. Applications received after the deadlines indicated below will only be reviewed in the following funding round.

*If you would like some feedback on your application, please submit your application at least 14 days before the deadline.

If selected for funding, expenses will be eligible for reimbursement as of the date that the application was received by the CCP.

3. What happens next?

a. If your application for funding is received by the CCP on or before the deadline indicated above, the Expert Panel will review it at its next meeting. Please note that an application’s eligibility for CCP funding does not guarantee that the application will be selected for funding. The Expert Panel exercises discretion in making its funding decisions, which are made in accordance with its Terms of Reference and the objectives of the Program, and in consideration of other applications received.

b. Within 15 business days of the meeting of the Expert Panel, CCP staff will inform you in writing of the Panel’s decision. Unless otherwise requested, decision letters are sent by e-mail. Decision will not be communicated by telephone.

c. If your application is selected for funding, please consult the Current Funding Recipients section of this website for information about next steps.

d. If your application was not selected for funding, please know that the Expert Panel carefully considers all complete funding applications and makes decisions in accordance with their Terms of Reference as well as the mandate and budget of the Court Challenges Program. Decisions about whether or not to grant funding are in the sole discretion of the Expert Panel. The Panel’s decisions are final and are not subject to reconsideration.

However, in certain exceptional circumstances, for example if you have new information that was not available at the time of your initial application or if your matter is now at a different level of court, the submission of a new funding application may be appropriate.
