The Court Challenges Program (CCP) is an independent organization funded entirely by the Government of Canada and administered by the University of Ottawa. The CCP provides funding to individuals and not-for-profit organizations seeking to bring or intervene in test cases of national importance with the potential to clarify and advance constitutional and quasi-constitutional official language rights and human rights (Charter rights).
Decisions about funding are made by independent Expert Panels, and those decisions are then implemented by the CCP Staff. A Management Committee appointed by the University of Ottawa ensures the sound administration of the CCP in accordance with the terms of the Contribution Agreement.
